Age. Age limit for general candidates will be 18 to 27 Years. The crucial date for determining the age limit shall be the closing date for receipt of application from all candidates (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of J&K State, Lahaul & Spiti Dist and Pangi Sub Div of Chamba Distt of HP, A&N Islands and Lakshadweep)
Date for written examination. Tentatively written examination will be conducted in the last week of Mar 2012. However, final date, time, venue will be intimated in the Call letter and same also will be available on MES Website at mes.gov.in.
Syllabus and Pattern of Examination. The syllabus for written examination will be of the minimum education standard prescribed for each category covering all the topics mentioned in their curriculum and also general topics.
Mode of Selection and Examination Schedule. All eligible candidates will have to appear for a written test and Practical and Interview
Candidates must apply in the application format published alongwith this advertisement and fill up all the columns in their own hand in block letters. Candidate may also apply on plain paper but the format should exactly be the same as published in the advertisement.

Expose of corruption in Defence recruitment
1.With reference to advertisement in Employment news dated 24th – 30th December 2011 on page 34; I had applied for the post of Barrack Supervisor/store (Group B) in Chief Engineer (Air force) Bangalore under the category of sportsman with all necessary documents required by the recruitment authority. I was called for written examination that was held on 08/07/12 at Chief Engineer (Air Force) Bangalore. I was declared pass in written examination and subsequently called for interview on 21st September 2012 for verification of original documents. After this process they rejected me the that I was not having the sports certificates and we will not give periroty to Gujarat sportsmen certificate and send me the unsatisfied sportsmen section which is applicable for group C and D category & this post belongs to group B category. It is submitted that the recruiting agency accepted my application, I was shortlisted for written exam and I was called for interview, all three actions show that I was considered a suitable candidate under sportman quota which was accepted by recruiting agency, however I was not selected finally due to malafied intension of recruiting agency.
2.They tried to abide me of Rs. 10 lac. When I had appeared for interview on 21st September 2013 through their general employee.
3.I approach to Chief Engineer (Air force) office Bangalore by telephone regarding my selection; they reply that we have not giving the preference to Gujarat sports certificate as per our criteria.
4.Moreover Chief Engineer (Air force) Bangalore provides me the wrong RTI information.
5.Most of the candidate did not fulfill the qualification of this post but they are selected for interview & final short listing as I have all visual proof.
6.As per their advertisement of authority most of the candidates are not eligible for final shortlisting which includes overage candidate & not as per cut off marks. Recruiting agency provide me the overall selection cut off marks detail and as per cut off marks list overage ex-serviceman candidate is selected in General (UR) category while they are not fulfill the age criteria, whereas 10 % of vacancies is reserved for ex-serviceman that means 3 number of vacancies is reserved for ex-serviceman as per government laws. And finally 6 candidates are selected without getting the benefit of Ex-serviceman in General (UR) quota without giving any gazatted notification in printing newspaper or in their website portal.
7.Apart from the final list waiting list of selected candidate which is made by recruiting agency is also corrupted. Total 5 number of ex-serviceman is reserved for next appointment whereas as 3 number of vacancy is reserved for ex-serviceman mentioned in advertisement & as per cut off marks all waiting candidates did not fulfill the selection criteria of marks.
8.This requirement is belonging to only four clauses followed by the research analysis reports. Over all it may be connected to Defence background person, Ex-service man person, Departmental person or Southern region.
9.I had complained to President, Prime Minister, Central vigilance commissioner, Ministry of Defence, CBI etc. regarding this matter but I have not receive any positive reply while I try to contacting them since last year to till date regarding this corruption matter.

Subject: First reminder letter for Defence corruption

Respected Sir,
1.With reference to my previous letter dated 30/05/2014 following few lines are submitted for your kind consideration please.

2.With reference to advertisement notice no. 132501/LRS/09-10/10-11/11-12/E1B(S) in employment news dated 24th – 30th December 2011 on page 34, I had applied for the post of Barrack Supervisor/store (Group B) in Chief Engineer (Air force) Bangalore under the category of sportsman with all necessary documents required by the recruitment authority. Please refer to the Annexure I. I was called for written examination that was held on 08/07/12 at Chief Engineer (Air Force) Bangalore. I was declared pass in written examination and subsequently called for interview on 21st September 2012. Please refer Annexure II. As per merit list 4 candidates were short listed for interview, out of these 4 candidates vacancy under sports quota was only one Please refer to Annexure III. After f finalization of the merit list, first candidate name Raj Laxmi Venkatesh Menapatl (Roll no. 3276) was in top in the sportman merit list, she was shifted to UR (General Category) but she belongs to the ST Category. Second candidate name Narasingh Rao Jeedi (Roll No. 4088) was absent and I was on the third position Manoj Chauhan (Roll No. 565). Please verify to the Annexure IV.

3.When I came to know about the declaration of the result and appointment of person, I came to know that I had not been selected for the post of Barrack Supervisor under the category of sportsman which is still vacant. I approach to the recruiting authority by telephone; they replied that I was not having the sportsman certificate as required by the recruitment authority. If I was not eligible for the sportsman category, then how I called for written examination and interview? Because as per their rules and regulation they mention that candidates whose applications are found to be completed in all respected along with all necessary documents and found eligible only will be call for written test and interview, please refer to annexure I on page 15 serial number 31. I asked them through RTI ACT – 2005 that why did they called me for interview they replied me? Please refer to Annexure V. And they send me the chapter 31, General clauses of meritorious sportsman. But sir I want to inform you that meritorious sport man is made for group “C and D” only by direct recruitment of sportsman not for group “A and B” category by direct requirement. Please refer to the Annexure VI.

4. As per advertisement authority mentions that 5 numbers of vacancies is horizontally reserved for meritorious sportsman, it will be placed against respective category as he belongs. Please refer to annexure I page 7 serial number 2 Note III. Respected sir, I need state that the “meritorious sportsman” includes the sportsman having district level and college level sports certificate also. Please refer to the Annexure VII for examples of meritorious sport man by defence requirement and other government authority. If all these authority consider the district level and college level sports certificate for meritorious sportsman then why MES department can not consider this certificate as a meritorious sport man whereas there is no sports team is available in MES department.

Sir, this is the symbol of malaified intension of corruption, I am the eligible candidate against the vacancy of sportman as per advertisement given by the requirement authority. It is submitted that the recruiting agency accepted my application, I was shortlisted for written exam and I was called for interview, all three actions show that I was considered a suitable candidate under sport man quota which was accepted by recruting agency, however I was not selected finally due to malafied intension of recruting agency.
Respondent corruption part

1)Corruption part one: - As per the RTI act 2005 recruiting agency provide me the overall selection cut off marks details. Please refer the Annexure VIII. And as per cut-off marks list most of the candidates are not eligible for final short listing. And most of the over age ex-serviceman candidate is selected while they are not fulfill the age criteria, whereas 3 number of vacancy is reserved for ex-serviceman. And finally 6 candidates is selected without getting the benefit of ex-serviceman in General (UR) quota. Please compare this table with overall selection list on annexure IV:

Corruption part 2 :- Candidates Shri Giriraj Prasad Meena did fulfill the qualification of barrack supervisor as advertise by the requirement authority & he short listed for interview and final short listing on said post. Please verify to the merit list of ST category selected for the interview on annexure III. He is a departmental candidate but recruiting agency had not mention the departmental candidate in front of his column. I need to submit the qualification of this candidate which is updated on the MES website please refer to Annexure IX . As per the requirement authority they mention in the advertisement that the departmental candidate is treated as an outsider expect age. Please verify to the annexure I page no. 7 serial no. 5.

Corruption part 3:- Wrong information provided by requirement authority via RTI act 2005.
With reference to letter no. CR/RTIACT/40/CORR-13 dated 11 Oct 2013. They mention the written test cut off marks which is differ with the latest RTI ACT 2005 reference no. CR/RTI ACT/45/CORR/13 on 8th march 2014. They say there is no separate vacancy year mark for ex-service man. Please refer to Annexure X and compare (a) and (b).

Corruption part 4 :- Briefly explanation is not necessary to mention everything but most of the candidates have some enthusiasm to work under defence or civil defence force. Number of intelligent persons applied for this post but this requirement is belonging to only four clauses followed by the research analysis reports. Over all it may be connected to defence background person, ex-service man person, departmental person or southern region. Please compare this report to the final selection list on annexure IV.

It appears that recruiting authority did not comply with the rules and regulation of the requirement and wrongly not appointed me in the sports category. The appointing agency appointed whom they wish to appoint and here appointed authority has applied pick and choose method. The said action on the part of the authority is illegal and raises several questions. Here in after I would like to request you to do something regarding this unsatisfied selection. My majority family and relative belongs to Army/Air force/ Navy department serving / Retired person. My father himself was in MES Army retired person from Baroda (Gujarat).
